Access Eligibility
Access to weaponeer.io is restricted. This page states who may use the Service and what we actually require before granting access. It is incorporated into the Terms of Service.
Who may use the Service
The Service is offered to approved organizations and to named individuals. A named seat is held by one person. An individual U.S. Person as defined in 22 C.F.R. § 120.62 may apply without an employer.
A foreign person (22 C.F.R. § 120.63) is not offered a seat on a self-service basis. We do not hold a general export authorization covering foreign-person access. We may consider a named seat for a foreign person only when the request is made through an organization, using one of the three routes below, in connection with a cooperative program such as AUKUS, Five Eyes, or NATO, and only where the U.S. Department of State and, where that program requires it, the U.S. Department of Defense have already issued the approvals that program needs for that access. Naming a program on a form is not a license. We do not sell to hobbyists or to unidentified purchasers. We may decline any request for any reason or for no stated reason.
Why
The Service performs payload analysis and terminal-effects estimation. Depending on jurisdiction and use, the Service, its Output, and the assistance provided through it may be subject to the International Traffic in Arms Regulations or the Export Administration Regulations. A defense service under 22 C.F.R. § 120.32 can arise from assistance rendered to a Foreign Person even where the underlying published methods are in the public domain. We therefore control access rather than relying on the provenance of the methods.
What we require before granting access
Email admin@weaponeer.io first. You will also be asked to submit the access-request form so we have a screening record. Nothing is provisioned from the form alone.
There are three ways to describe eligibility. Which one applies decides what the form asks. A foreign person or a foreign organization uses the same three routes: Joint Certification Program where a current DD Form 2345 is held, the entity review otherwise, or the individual route only if the applicant is a U.S. Person. Every route ends the same way: restricted-party screening at intake, a live video call in which we look at your government photo ID, and a written decision.
Route 1 — Organization holding a current DD Form 2345
Certification under the U.S./Canada Joint Certification Program means the Defense Logistics Agency has already determined that the organization may receive militarily critical technical data. We verify the certification against the DLA register rather than repeating the ownership review behind it.
- Legal entity name and CAGE code as certified
- Current, unexpired DD Form 2345
- Statement of intended use
- For a named foreign-person seat: the cooperative program and the U.S. government approval relied on. We verify; we do not supply that approval.
- Notification within five business days if the certification lapses, is suspended, or is revoked
Route 2 — Organization without that certification
- Legal entity name, country and state of organization, registered address, and website
- CAGE code and UEI where applicable, or equivalent business registration
- Identification of beneficial owners at or above 25%, and disclosure of any foreign ownership, control, or influence
- Statement of intended use
- For a named foreign-person seat: the cooperative program (for example AUKUS, Five Eyes, or NATO) and the U.S. government approval relied on. We verify; we do not supply that approval.
Route 3 — An individual U.S. person
A transfer of controlled technical data between U.S. persons within the United States is not an export. An individual may therefore hold a seat without an organization behind them, on proof of status and an undertaking that what they produce stays away from foreign persons.
- Government-issued photo identification evidencing U.S. Person status under 22 C.F.R. § 120.62
- The intake form collects only the last four characters of the document number. The document itself is shown on a live video call and is not stored.
- Statement of intended use
- An undertaking that no foreign person will be given access to the workbench, the credentials, or any output, and that downloads are kept under access control
Every route
- Screening against the U.S. Consolidated Screening List at intake
- A live video call in which we look at government-issued photo identification for each named seat. We do not keep a copy of the document.
- A written adjudication by a person, recorded against the request, before any seat is approved
- Payment by invoice after approval. There is no self-service checkout and no card path.
We apply a policy of denial to the destinations identified in 22 C.F.R. § 126.1, to the Russian Federation, and to comprehensively sanctioned jurisdictions. We do not publish our own list of them, and a refusal states only that we cannot accept the request. Country of organization is checked on the access-request form.
Separately, the site is served only from network locations that appear to originate in a NATO member country, Australia, or New Zealand, including the United States and its territories. A request from any other network location is not served. That filter is not a substitute for named-seat adjudication, identity verification, or the country-of-organization check, and it is not a determination of export-control status. A network location inside the filter does not confer a seat.
Individual level, for each named seat
- Full legal name and email. A seat held through an organization needs a business address at that organization’s own domain and a stated position; an individual applying for themselves does not.
- U.S. Person status, or, for a foreign-person seat, the U.S. government approval recorded against that seat, verified on the video call
- Restricted-party screening at intake
- Personal acceptance of the Terms and this policy at first login
After a seat is open
- Notification within five business days of any personnel, ownership, status, or control change affecting eligibility
- Retention of onboarding, screening, acceptance, and access records
What we actually operate
Named individual seats, one person per seat. Password authentication. No public API. The calculator is offered hosted, and as an on-premises application only under a separately approved Enterprise On-Prem site license — never as a self-serve download. Access requests are screened at intake. Identity is verified on a live video call before approval; the document is not stored. Approval requires a written memo. Sessions record IP address and user-agent. Downloaded Technical Data Packages are stamped with the signed-in email and the time they were generated. Downloads of an on-premises installer are logged. We may decline, suspend, or revoke a seat at any time.
Attempting to share credentials, to give access to anyone who is not an approved named seat, or to defeat these controls is a material breach and will result in immediate termination without refund, and may be reported to the appropriate U.S. government authority.
Your obligations
You remain solely responsible for your own export-control, classification, sanctions, and operational compliance, including your own deemed-export obligations with respect to your personnel. We do not provide export-control advice and we do not determine the control status or classification of anything you enter into the Service or take out of it.
